Essential Functions

Job Summary

Provide operational and strategic leadership and skills to support and participate in programmatic and collaborative activities and advance the credibility of the Cybersecurity Manufacturing Innovation Institute (CyManII). This position will ensure that all CyManII teams are healthy and productive in delivering on CyManII's cyber programs.

Core Responsibilities

• Efficiently Manage: Manage a team of engineers, researchers, business development, developers, IT, and workforce development, to successfully execute CyManII's work plans in collaboration with partners in academia, industry, and National Laboratories. Assist with estimating resource needs and assigning resources to work tasks.
• Effectively Lead: Lead and inspire CyManII team in productive collaboration in cooperation with the Chief of Operations Officer and Chief Executive Officer and CyManII directors. Lead the recruiting, mentoring, and retention of the directly managed team.
• Strategically Innovate: Advance efforts to evolve and accelerate how CyManII conducts operational activity, including managing human resources, tools for collaborative engineering, collaboration with the San Antonio manufacturing ecosystems and workforce development pilots in the San Antonio region.
• Successfully Project Manage: Lead the strategic and operational planning and execution of high-impact projects, effectively managing resources and relationships to set clear objectives, define project scopes, and develop detailed project plans. Implement advanced project management methodologies to oversee project lifecycles, track project progress, mitigate risks, and ensure successful outcomes.
• Properly Mediate: Act as a liaison between CyManII and DOE, when necessary. Ensure seamless communication and collaboration between all parties. Simplify and clarify complex information to facilitate effective decision-making.

Required Qualifications

The successful candidate must have either of the following education and experience qualifications:

• BS/BA degree from an accredited institution plus at least 15 years of related experience.
• Master's degree from an accredited institution plus at least 12 years of related experience.
• Doctorate from an accredited institution plus at least 10 years of related experience.
• Work with department managers on technical operations tracking and reporting. Serve as senior project manager and reporting manager as directed. Review budgeting for all projects, including monitoring and controlling costs of each functional area.
• Work closely with leadership to implement/refine Institute policies and procedures. Monitor, guide, and evaluate the inputs and outputs of management. Oversee the plans of action and milestones associated with the strategic plan.
• Improve branding and strategic messaging as part of CyManII engagement and communications strategy. Representing the Institute for external and internal events. Monitoring the competitive landscape and attending/coordinating with industry events to stay abreast of new initiatives and ways to remain engaged. Identify training and developing opportunities for leaders within the Institute and set them on a path for next-generation management/leadership opportunities. Serve as project lead for new initiatives and business development.
• Successful experience executing federal contracts, ensuring compliance with contract terms, deliverables, and relevant regulations.
• Knowledge of foundational defensive counterintelligence, including analysis, briefing, debriefing, and awareness.
• Identify, monitor, and asses the efforts of foreign threats. Conduct counterintelligence damage assessments and internal/external liaison activities. Ensure all CI activities comply with DOE and IC requirements and regulations.
• Project Management Professional (PMP) certification and 10 years of successful project management experience is required.
• Active TS/SCI with CI or Full Scope Polygraph. Must be a U.S. Citizen.

Working Environment:

• Office environment.
• Ability to travel nationally for meetings, training sessions, or other business-related events.

Physical Demands:

• Sedentary work; sitting most of the time. Jobs are sedentary if walking and standing are required, only occasionally.
• Exerts up to 10 lbs. of force occasionally.

This position will require working both remotely in Texas and on campus (approximately five or more days on campus per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
