POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time, Managerial position, and hours of work and days are Monday through Friday, 8:30 a.m. to 4:30 pm. Occasional evening and weekend work may be required as job duties demand. Note: This position is in the “NL” category of employment (non-fixed work week) and have no claim or entitlement to time off or cash compensation for hours worked beyond their normal schedule. However, unusual requirements for additional work time by these employees may be compensated by allowing roughly comparable amounts of time off, provided prior approval is given by the supervisor and Unit Head.
JOB SUMMARY:
The Associate Director, Professional Development, Training and Compensation is responsible for leading compensation/classification analysis for employees; planning and coordinating training programs for employee professional development and assessment. This position is also responsible for ensuring compliance to all civil services processes and procedures.

DUTIES
The position is responsible for fostering a collaborative framework to ensure compliance with all College policies, legal, ethical and regulatory standards. They will be responsible for identifying areas for improvement and development needs of the College; responsible for providing programs to improve the productivity of employees; creating and evaluating the effectiveness of training workshops and making modifications as needed and staying current on the latest training and development trends and best practices.
Training & Development:
• Conducts annual training and development needs assessment.
• Develops training and development programs and objectives.
• Administers spending against the departmental budget.
• Obtains and /or develops effective training materials utilizing a variety of media.
• Trains and coaches managers, supervisors and others involved in employee development efforts.
• Plans, organizes, facilitates and orders supplies for employee development and training events.
• Develops and maintains organizational communications such as intranet and other communication tools to ensure employees have knowledge of training and development events and resources.
• Conducts follow-up studies of all completed training to evaluate and measure results.
• Modifies programs as needed.
• Exemplifies the desired culture and philosophies of the organization.
• Works effectively as a team member with other members of management and the People Operations & Employee Resources staff.
Workforce Planning:
Together with the Vice President, the individual will supervise and act as a back-up to the recruitment and selection/hiring process for managerial, classified and unclassified/professional staff and employee onboarding. Works closely with the Vice President for People Operations & Employee Resources, and the Talent Acquisition & Onboarding Manager and the Director of Employment Operations, to enhance the new employee onboarding experience.
Classification and Compensation:
Supervise the College’s classification and compensation procedures. Together with our compensation and classification partner, this position analyzes new and revised compensation programs. They are responsible for reviewing classification and compensation policies and procedures to ensure compliance to union contracts. Makes recommendations for any changes to the classification and compensation of employees to the Vice President for People Operations & Employee Resources.
Performance Assessment & Management:
Leads and coordinates organization-wide efforts to ensure the College’s performance management systems and cycles (PAR, APAS, and Performance Management Assessment Tool(s) are effectively and efficiently managed according to policy, submission dates and strategic planning.
Civil Service:
Responsible for the College applying all Civil Service policy and procedures; assures compliance with all NJ Civil Service Commission regulations. Responsible for the timely entry and updating of all required PMIS data. Responsible for the certification process, technical testing, management of eligible candidate lists for classified staff, including open competitive and promotional opportunities/positions. Serves as liaison to the Department of Civil Service.
People Operations Business Partner
As the HR Business Partner for the Student Wellbeing Core and the Executive Core, this position will work closely with unit leaders within those Cores to ensure that their HR strategy supports the overall goals of the College. They will act as the liaison between employees and People Operations. They will provide valuable strategic support on all people issues. Their job is to stay up-to-date on HR trends, laws and regulations. They may also be responsible for providing guidance on how to handle difficult workplace situations. Duties will include: attend weekly or monthly meetings with team members; attend weekly or monthly departmental meetings; work closely with executive team members to better understand the needs of the Core.

REQUIREMENTS:
EDUCATION:
Graduation from an accredited college with a Bachelor's degree, Master's degree preferred in relevant field.
EXPERIENCE:
• 7-10 years of previous Human Resources experience; specifically in designing and implementing employee development programs
• Experience working in a unionized environment; higher education highly desirable
