Essential Functions
Job Summary
The IT Project Manager is responsible for project management and implementation, controlling time schedules and communicating with clients. Under minimal supervision, manages, develops, directs and evaluates UTS-related projects and plans.
Core Responsibilities
• Manages, develops, directs and evaluates assigned projects utilizing accepted project management methodologies utilizing project management PMI Framework.
• Communicates and consults with clients, project team members and stakeholders to ensure timely progress and quality of work on UTS service management projects.
• Develops project plans, including project life cycles, budgets, resource requirements, change management processes, risk management, key milestones, communication mechanisms, test plans, and deliverables.
• Evaluates and recommends policies and procedures to ensure compliance with applicable institutional, system, state and federal policies, procedures and laws.
• Manages project implementation; handles emergent issues with emphasis on time schedule; ensures tasks are completed within time deadlines and budgets.
• Works closely with designated clients regarding plan progress; resolves issues.
• Prepares detailed reports on project progress with clients to include project plans, barriers and solutions, milestones, financial costs and projections, and analyses.
• Implements, evaluates and recommends policies and procedures to ensure compliance with applicable institutional, system, state and federal policies, procedures and laws.
• Develops, cultivates and maintains service management with the department and the university community.
• Sets up meetings; coordinates with sponsors and other key personnel.
• Assists with special projects, as needed.
• Performs other duties as assigned.
Required Qualifications
• Bachelor's degree in Information Management Technology, Business or related field from an accredited institution.
• Project Management Professional (PMP) Certification or the ability to obtain PMP certification within 12 months from hired date.
• Other Project Management certifications (Agile Scrum).
• Five years of information technology experience including project implementation or management experience to include:
• Two years of project management experience to include experience leading others to project completion and meeting initiative goals.
• Two years of service management experience.
• Two years of experience with implementation, operations, maintenance of IT systems and/or administration of software functions in multi-platform and multi-system environments; and five years of experience working within the ITIL Framework and leading an ITSM tool and/or process team.
• Extensive Project Management experience guiding functional discussions and initiatives across departments/divisions/institutional-wide.
• Experience developing short- and long-term Project Management plans for business, production and organizational priorities.
• PMO experience with SLAs, OLAs and KPIs via service management tools.
• Excellent communication skills (written and verbal).
• Sound knowledge, skills and abilities with project management tools and methodologies.
• Skilled in multiple systems which include purchased packages, SAAS, complex relational database systems and web-based systems.
• Strong attention to detail and ability to rapidly isolate and solve computer or application system problems.
• Self-motivated and result oriented; takes ownership for deliverables and deadlines while keeping team members focused and on-tasks.
• Extensive knowledge of relevant project management software and all Microsoft Office supporting products.
• Ability to work collaboratively on projects or in work group and improve workflows.
• Strong verbal and written communication skills.
• Demonstrated success leading medium to large-scale PMO service management initiatives/transformations.
Preferred Qualifications
• Higher Ed years of experience.
• Experience managing IT projects in Higher Education.
• Experience managing Ellucian Banner projects.
• Proficiency with PeopleSoft ERP systems and data warehouse systems.
• ITIL 4.0 Fundamentals.
• DevOps Fundamentals.

Working Environment:
• Office environment.
• Occasional evening and weekend hours.
• Occasional travel may be required.
Physical Demands:
• Sedentary work; sitting most of the time. Jobs are sedentary, if walking and standing are required, only occasionally.
• Exerts up to 10 lbs. of force occasional.
This position primarily works remotely in Texas but may work on campus on an infrequent basis (approximately four days or less per month). When an employee is required to work on campus, travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
