Essential Functions
Job Summary
Serve as a member of the Department of Housing and Residence Life's leadership team and the primary housing facilities officer. Responsible for the development and delivery of a comprehensive year-round residential program that fosters the holistic development of students, often working with internal and external stakeholders. Share in the management and supervision of Housing and Residence Life staff. Develop and maintain facilities, operations and management program for Housing and Residence Life. Oversee custodial and maintenance operations, facility improvements including new construction, supervise frontline staff, and manage the housing work order system to ensure timely response and service delivery. Provide operational oversight and supervision of housing facilities ensuring that residential facilities are well-maintained, safe, clean, and conducive to a high-quality student living experience. Maintain the confidentiality of student information, accurate data and ensure compliance with all applicable laws, regulations, policies, and procedures. Collaborate with a variety of departments and campus stakeholders to implement programs, initiatives and support services. This position plays a key role in the coordination and share planning of housing facility utilization and user transitions.
Core Responsibilities
• Develops and implements a comprehensive housing facilities maintenance and operations plan that ensures safe, functional, and aesthetically pleasing student housing. Oversee materials, parts and supplies inventory and procurement processes to ensure efficient operations. Responsible for the quality of outcomes as measured facility conditions, consistent operations and customer feedback.
• Provides input on housing facility upgrades, capital projects and renovations. Collaborates with university Facilities Management in the planning, construction, and external contractors for major renovations and deferred maintenance projects.
• Provides direct supervision and leadership to the Manager of Housing Maintenance, Custodial Services Manager and Work Control Manager, ensuring clear goals, professional development, and high performance. Develops and oversees robust student worker program supporting facilities operations and maintenance.
• Provides leadership for the recruitment, selection, training, and supervision of housing facilities staff. Maintains adequate staffing levels and oversee work schedules to provide timely responses to maintenance and custodial needs, including establishing after-hours emergency maintenance processes and procedures.
• Works in coordination with University Facilities Management to establish a preventative maintenance program for all housing facilities, ensuring long-term asset preservation and reliability, including maintaining detailed and accurate information regarding defects and repairs, facility and equipment life cycles and improvement plans. Ensures efficient use of the campus Computer Maintenance Management System (CMMS) (TMA) for this purpose.
• Serves as first-line housing facilities contact for crisis response, including severe weather events and emergency maintenance situations. Provides input on disaster preparedness plans for student housing.
• Assists in developing and monitoring operational budgets for housing facilities, including maintenance, custodial operations, and capital projects. Identify cost-saving initiatives while maintaining quality facility management standards.
• Coordinates with University Facilities Management to monitor utility usage and identify opportunities for sustainability and energy efficiency improvements.
• Collaborates with campus partners and key stakeholders to achieve customer service, housing and institutional objectives. Develops and maintains contractual relationships with contracted vendors and contractors assuring day-to-day compliance and enhancing service levels.
• Represents Housing and Residence Life in University committees and task forces and in meetings with contracted vendors.
• Evaluates systems and processes to establish priorities and procedures to increase operations efficiency, ensuring compliance with institute, state and federal policies and regulations; and maintain fiscally responsible operations. Ensures compliance with all safety, accessibility, and regulatory requirements (ADA, fire safety, health codes, etc.
• Maintains consistent, high-quality, customer- and student-focused operation when conducting business and providing services to the public and campus community.
• Responds as needed to housing facilities emergencies. Serves in support of the Maintenance On-Call program.
• Maintains and secures appropriate files and records.
• Assists with annual departmental goals and long-range planning processes. Develop and implement special projects as requested.
• Participates in University committees, professional conferences, and organizations.
• Collaborates on summer conference operations to maximize revenue generation.
• Inspects new and existing facilities during construction and renovation projects to achieve university expectations.
• Performs other duties as assigned.
Required Qualifications
• Bachelor's Degree from an accredited institution.
• Four (4) years of progressively responsible managerial experience in maintenance and facilities management to include:
• Three (3) years of experience overseeing maintenance and renovation projects.
• Three (3) years of experience supervising staff.
• This position requires the ability to maintain the security and integrity of UTSA and its infrastructure.
Preferred Qualifications
• Master's Degree from an accredited institution in business administration, communication, or a related field.
• Experience leading and managing in a university and/or auxiliary services setting. Experience with facility renovation and new construction.
• Experience with APPA standards and other facilities benchmarking systems.
• Familiarity with computerized maintenance management systems (CMMS).
• Knowledge of student housing operations and customer service in a university environment.

• Excellent verbal and written communication, organization, and analytical skills.
• Ability to multi-task and work in a fast-paced environment using time-management principles.
