We are searching for an engaging, passionate, TRS and Payroll Specialist to help lead our College during this ever-changing Community College environment.

Essential Functions:

The TRS and Payroll Specialist serves all CBC sites, coordinating the inputting of all time necessary for payroll, etc., and ensuring that payroll is processed in a timely fashion, following established policies and guidelines, and meeting established deadlines. Understanding and evaluation of training matrixes for the employees. Establishing, coordinating, and tracking of the various training programs.

Duties and Responsibilities:

  • Responsible for all aspects of TRS (Teacher’s Retirement System); reporting, auditing, updating records, and retention.
  • Responsible for all aspects of the Part-time employees’ retirement process; reporting, auditing, updating records, and retention.
  • Process accurate employee payroll following established procedures.
  • Receive and audit timekeeping records for all employees.
  • Maintain payroll registers, employee payroll information, and other original documentation in an orderly and accurate manner in accordance with state, federal, and local requirements.
  • Prepare and post all payroll changes, including payroll deductions, salary changes, terminations, and new employee information.
  • Compile, maintain, and file all physical and electronic reports, records, and other documents as required. Including maintaining payroll and related files, absent-from-duty reports, and service records.
  • Prepare and submit payroll reports and forms, including those required by the Internal Revenue Service, Texas Workforce Commission, Federal Insurance Contributions Act (FICA), Medicare, Texas New Hire Reporting, and Workers’ Compensation Commission.
  • Work cooperatively and effectively with the human resource department, department heads, managers, department administrative assistants, and employees to ensure accuracy of information reported. Resolve payroll problems and inquiries promptly and professionally.
  • Respond to requests from financial institutions regarding verification of employment.

Ensures the necessary information for employees to view their payroll on the college website.

  • Collaborates with the Instructional Development to ensure that faculty load has been accurately calculated and follows Board Policies.
  • Provides payroll reports and prepares spreadsheets for various CBC administrators as needed.
  • Assist employees with payroll issues and leave time issues, and/or questions.
  • Assists in the records retention of payroll records as mandated by the Texas State Library Records and the retention polices.
  • Provides pertinent information for the CBM008 report due twice a year.
  • Process various deductions and wage garnishments requested by various federal and state agencies.
  • Processes end-of-month, end-of-quarter, and end-of-fiscal-year and end-of-calendar-year reports, including reports for THECB, TASB, TRS, ORP, PT retirements, and SchoolComp.
  • Process and report W2 information.
  • Maintain confidentiality of information.
  • Follow safety protocols and emergency procedures.
  • Updating and scheduling in Collaboration with IT, for Faculty and Adjunct Training.
  • Maintains Time & Efforts for Grant payrolls.
  • Will back up HR in the hiring and interview processes.
  • Perform other duties as assigned.

Other Duties:

Participation in Professional Development.
Collaborate in the development and successful submission of the SACSCOC report.

Travel Requirements:

May require occasional travel to all CBC sites and to conferences.

Environment:

Work is generally performed in an office setting with frequent interruptions and changes in the workflow/volume. May require some outdoor work for CBC events.

Minimum Qualifications:

Bachelor’s degree in Business Administration, Finance, Accounting, or Human Resources.

Preferred Qualifications:

Education Degree Equals Master's Details Equals Master’s degree in Accounting, Business Administration, or related field is preferred. Experience working in Payroll or Human Resources in Higher Education is a preferred. Must have effective computer skills, oral and written communication skills, and the ability to establish and maintain effective working relationships and advanced knowledge and work experience using the Microsoft Office Suite. Ability to work with numbers in an accurate and rapid manner to meet established deadlines. Effective organizational, communication, and interpersonal skills.
