Essential Functions:

The Dean of Student Affairs and Accessibility will provide leadership in student services and student accessibility and accommodations. This position is responsible for staff supervision, budget oversight, as well as program/service development, and implementation of the college’s mission and vision. This individual provides department goals and strategic planning and is responsible for the following departments: Accessibility and Disability Services, Testing, and TRIO Programs.

Job Duties and Responsibilities:
  • Reports directly to the Vice President of Student Affairs and Enrollment Management (VPSAEM), maintaining a good working relationship and communications with the VPSAEM, supporting him/her in carrying out the division's responsibilities through the resources, activities, and initiatives of the division.
  • Oversees the leadership and supervision for the staffing of Accessibility and Disability Services, Testing, and TRIO Programs by delegating tasks, providing clear direction, fostering collaboration, engaging in shared decision-making, resolving work problems, communicating expectations, training employees, evaluating performance, and developing professional growth opportunities.
  • Functions as a team member with other deans and directors within the College in the delivery of quality support services to students, staff, faculty, and others involved in the educational process within the scope of the division’s resources, mission, and capabilities.
  • Under the general direction of the VPSAEM and in cooperative leadership with the staff, develops strategic plans and contributes to the development of divisional goals, and supervises budgeting and operational procedures.
  • Supervises and is involved in the day-to-day operation of assigned departments in the division. Ultimately responsible for carrying out budgeting, staffing, planning, and record-keeping as well as development and evaluation of services of assigned departments in the division.
  • Maintains viable working relationships within the division as well as with other personnel of the college, in order to carry out, with positive results, the mission of the division, and the College.
  • Provides leadership in the development, implementation, evaluation, and continuous improvement of programs and services, including those designed to improve access to success in college. Explains, interprets, follows, and enforces college policies as well as state and federal rules and regulations, especially as they relate to the various functions of Student Services.
  • Serves as a liaison between the division and internal and external departments, groups, agencies, and individuals to maintain partnerships and share information relevant to the Dean of Student Affairs function at CBC.
  • Works with student service staff and outside agencies to refer students to counseling and guidance agencies and other community support providers.
  • Implements all services as teaching and learning opportunities consistent with the principles of a community college.
  • Responsible for timely publishing and updates of all publications overseen by the area, including the Student Handbook, student code of conduct, various web pages, community referral lists, advising guides, etc.
  • Oversees the facilitation of workshops and orientations related to the Dean of Student Affairs departments and delivers educational programming that is specific to the CBC student population demographics (e.g., online learners, non-traditional learners, first-generation scholars, dual credit populations, etc.) that mitigates student conduct violations, addresses student development topics such as behavioral and sexual health, and provides students with alternatives to counter maladaptive coping strategies.
  • Responsible for timely publishing and updates of all publications overseen by the area, including the Student Handbook, student code of conduct, various web pages, community referral lists, advising guides, etc.
  • Ensures that activities and events originating in student services are coordinated with other College units and included on the college’s event calendar and other publications.
  • Communicates needs of student services in a complete and timely way and informs staffing students of things happening in the other parts of the College and external environment that are relevant to their work.
  • Enhances academic education through the development of policies and programs that promote the personal growth and development of students (i.e. student success and career development workshops).
  • Assures fair and impartial disposition of student disciplinary issues by overseeing Student Conduct and administration of the Code of Student Rights and Responsibilities.
  • Leads the CARE Team and promotes its utilization among students, faculty, and staff to evaluate and appropriately intervene with those whose behavior may be harmful or disruptive to themselves or others.
  • Serves as a resource for faculty and staff on student behavioral issues in the classroom and workplace.
  • Provide overall leadership within the division to ensure that programs reflect the educational philosophy and goals of the College District and are in compliance with accreditation standards.
  • Assist with the preparation and submission of reports to the appropriate funding agencies in compliance with requirements and conditions.
  • Collaborates with various areas within and outside of the Division (i.e., Instruction, Information Technology, etc.) to facilitate student success, retention, and persistence.
  • Remain current on issues of student development, evolving trends impacting students, legal issues, and the regulatory environment, including but not limited to student rights and responsibilities, student conduct, and students with disabilities.
  • In partnership with the Office of Institutional Effectiveness, develops metrics to ensure accountability, tracking, and monitoring of inequities in services and student success.
  • Collaborates with Instruction and other partners in the development of comprehensive and integrated academic and student support services, including program review processes as well as the Student Equity plan.
  • Oversees the processing, investigations, and actions taken on student complaints and student discipline.
  • Administer and enforce the student conduct policies and regulations.
  • Perform any additional duties as assigned by the College President and VPSAEM.
Qualifications
Minimum Qualifications:

Master's Degree in education, counseling psychology, or related field from a regionally accredited institution of higher education.

Preferred Qualifications:

Minimum of three years in a community college setting; experience in student services and accessibility and disability services is preferred. Proven skills in conflict resolution. Experience in operational planning, policy development, and outcome/needs assessment. Ability to communicate ideas and information effectively in both written and oral formats. knowledge of student services and student development education; knowledge and understanding of the application of Section 504 of the Rehabilitation Act, the Americans with Disabilities Act.

  • Will participate in college responsibilities such as professional development, strategic planning, appropriate Committees, and SACSCOC compliance.
  • Ensures student confidentiality and due process are followed.
Travel Requirements:

Will require regular travel within the district and occasional travel outside the district.

Environment:

Work is generally performed in an office setting with frequent interruptions and changes in the workflow/volume depending on the time of the term.
